INSTRUCCIÓN VOR-10-2017 PARA LA DELIMITACIÓN DE LAS ZONAS DE REGATA Y EXCLUSIÓN DE LA NAVEGACIÓN, EN LOS ACCESOS AL PUERTO DE ALICANTE
VOLVO OCEAN RACE
ALICANTE FROM 13TH OCTOBER TO 22ND OCTOBER
1) RESTRICTED NAVIGATION ZONE:
Between the following vertex:
A)
l=38º 18’ N / L=0º 27.40’ W
B)
l= 38º 18’ N / L=0º 26.30’ W
C)
Las Huertas Cape
D) Green Light of the Port of Alicante
C’) l= 38º 21.44’ N / L= 0º 27.22’ W
As well as
the imaginary coastline from the points C); C’); D). It is excluded from this
zone the usual swimming area marked with buoys.
2)
EXCLUSION ZONE:
An area inside the restricted navigation zone delimit with yellow buoys
of 1 meter high. This zone could be subjected to changes depending on the daily
route of the race.
-The watercraft’s trainings of the Volvo Ocean 65 and Catamaran M32 that
are included in the schedule of the VOR organization will be carried out from
12:00 to 18:00 hrs local time on the following dates:
13th October 2017
14th October 2017
15th October 2017
20th October 2017
21st October 2017
22nd October 2017
In all these periods, the regatta
area will be in force. Even this area could be in force in other cases, dates and
times under discretion of the VOR organization in the condition that VOR
organization advice to all concerned parties.
-When the regatta area is in force, the navigation in this zone will be
subjected to the following restrictions and security rules:
a) It is totally forbidden the
navigation inside this zone and the anchorage of any ships. Nevertheless, in
case of any causes of major force the people will follow the instructions of the
mooring service of the Port of Alicante.
b) It is totally forbidden the navigation
of watercrafts without engine or engines without enough power to reach a speed
over 6 knots.
c) It is totally forbidden the
navigation inside the “restricted navigation zone” of all kinds of watercrafts
including windsurf, boards, kayaks and others. It’s only allowed to navigate
inside de “Exclusion zone” the watercrafts that are dully identify by the VOR
organization; for this purpose the VOR organization will provide identity
flags.
d) The ships, vessel and watercrafts
that intend to navigate through the restricted zone regardless the flag and
operator to carry out transportation of passengers and fans, sponsors such as
(marshals, referees, press, tenders, auxiliary boats, etc) must have previous
authorization of the Alicante Harbour Master through the corresponding official
issues.
e) All watercrafts inside the
restricted navigation zone as well as exclusion zone will follow all the
instructions from VOR authorized watercrafts and official security state forces
to avoid any disruption over the sailing race.
f)
In case of any emergency related to the people on board or the own
watercraft, the Captain must notice immediately through VHF channel 16 and 10 to the Maritime Salvage Centre in Valencia.
3) It’s only allowed the navigation of
the certified sailing schools in the zone between the following points C); C’)
& D) and the coastline.
4) Unfulfilment of all these
instructions will be subjected to administrative sanctions in the scope of
Spanish Merchant Maritime Authority according to Royal Decree 2/2011 of the
September 5th of the Spanish State Port Law and Merchant
Maritime.
